MINUTES OF MEETING NUMBER TEN
OF THE
sENATE OF mICHIGAN cOLLEGE OF mINING AND tECHNOLOGY

The meeting opened at 7:04 p.m., with President Van Pelt presiding.

The roll call of members was taken. Some members arrived late. Not present were: Group I - Kerekes, Meese, Townsend, Crawford, Pearce, Bourdo, Volin, Schirmer, Gibson, Myers. Group II - Dahlman, Kemp, Otis, Yerg; Group III - Makens, Polkinghorne, Smith, R.L., Snelgrove, Young. Group IV - Bayer, Cox, Harry, Schnelle, Van Westenburg.

A quorum was declared present by Dr. Van Pelt.

The minutes of meeting no. 9 were approved as distributed. Professor Longacre requested that the line of page 97 reading "overemphasizes one sport only" be removed. This was done in the Secretary's record.

Old Business

Final vote on Proposal 1-61. Proposal passed by voice vote, 1 no to 27 Yes. Sent to President Van Pelt for approval. A copy of the short discussion and the approved proposal is attached.

Report of Curricular Policy Committee on Proposal 6-60. Professor W. Been distributed copies of the revised form for this proposal which was discussed and passed (first acceptance) by voice vote. A copy of the proposal and the discussion is attached.

New Business

Col. R.L. Hicks reported for the Election Committee pertaining to the recent election to fill vacancies in the Senate. These vacancies resulted from termination of elected period or retirement from the faculty. The results follow:

  1. Senate Members at large, Group II, three-year term
    C.L. DelliQuadri - re-elected
    L.W. Hooker - re-elected
    C.E. Kemp (Soo) - re-elected
    E.W. Niemi - re-elected
  2. Departmental representatives, Group IV, three-year term
    H.B. Anderson - Mathematics, replaces T.E. Vichich
    R. Bayer - Mechanical Engineering, re-elected
    O.J. Lajeunesse - Physical Education, replaces V.T. Cox
    D.H. Baker - Physics - re-elected
    C.J. Hall - Mining, replaces C.M. Harry, retiring

Col. Hicks mentioned that over 10% of the ballots were cast out due to inaccuracies. The Senate accepted the report and the newly elected members.

Professor A.S. Weaver read Proposal 2-61 which he had offered. A long discussion followed. The proposal was approved by the Senate and was referred to the Academic Standards Committee for implementation. A copy of the proposal and the discussion is attached.

Proposal 3-61 was read by Professor T. Sermon, head of the Academic Standards Committee. Copies of this proposal had been mailed to all Senate members. After some discussion the proposal was unanimously approved by vote of the Senate and transmitted to President Van Pelt for approval and immediate use by Registrar T. Sermon, and Dean of Students, H. Meese. A copy of the proposal and discussion is attached.

Other Committee Reports - none

Panel Discussion. Dr. H. Fryxell, Chairman of the Wild Eyed Idea Committee, announced that in place of the panel discussion his committee wished to propose three ideas in an attempt to remedy the financial difficulties facing Michigan Tech. These are:

  1. That student tuition fees be raised substantially
  2. If sufficient funds not forthcoming from this, that new curricula not be adopted
  3. That enrollment be limited to that of the present

Dr. Bredekamp moved and the Senate agreed to recess and reconvene as "Committee of the Whole" to discuss these ideas.

No minutes were taken during the recess period.

On motion, following the discussion, the Senate reconvened. It was moved by Dr. Fryxell, and seconded, that the Senate recommend to the Board of Control that a substantial raise in tuition be made.

Dr. Van Pelt discussed fees at MCM&T as compared to other schools as follows:

MCM&T is 3/4 down on scale of fees for out-of-state students
MCM&T is 1/2 down on scale of fees for in-state students
$311 MCM&T fee is out of line with others of MCM&T caliber
$713 fee at Colorado School of Mines
$1500 fee at M.I.T.
$1200 at Cal. Tech
MCM&T fees low compared to other Michigan State Engineering Schools
Student payment of costs here low compared to others in state
MCM&T could raise their rates
Most students would not be hurt by such a raise

Dr. Fryxell's motion was passed by the Senate.

Dr. Fryxell moved and Dr. Bredekamp seconded that courses SE101, SE102, SE103, and HS204 not be taught starting in the fall of 1961, but be postponed.

Dr. Van Pelt questioned that the motion was policy.

Dr. Work moved adjournment. The Senate adjourned at 9:35 p.m.
